Abstract

This article explores the concept of the ombudsman as one of the key institutions of the modern legal world. The author analyzes the genesis and evolution of this institution, tracing its Swedish roots and the subsequent spread of this practice to other legal systems. The study examines the fundamental principles of the ombudsman’s activities (independence, impartiality, and accessibility) and the ombudsman’s role as a mediator between citizens and the state, responsible for upholding the rule of law and protecting individual rights and freedoms. The text discusses various ombudsman models (universal, specialized, parliamentary, etc.), as well as the distinctive features of their legal regulation in different countries. The author emphasizes the importance of the ombudsman in strengthening legal culture and civil society, and indicates prospects for the further development and expansion of the powers of this institution in the contemporary world.
