Электр энергияси савдосини либераллаштириш йўлига ўтган барча мамлакатлар катта қийинчиликларга дуч келади, чунки электр энергияси бозори бошқа товарлар бозоридан тубдан фарқ қилади. Товар сифатида электрэнергиясининг ўзига хос хусусиятлари, мамлакат иқтисодиётининг ривожланиш даражаси, электр энергетика соҳасидаги мулкчиликнинг турли шакллари, мамлакатнинг сиёсий тизими, айрим ишлаб чиқарувчи ташкилотлар (компаниялар) манфаатлари электр энергия бозори моделини шакллантиришга ўз таъсири ўтказади. Муаллиф Ўзбекистонда энергетика соҳасини либераллаштириш ва рақобат сиёсати, энергия бозорига ўтиш муаммоларини ифодалайди. Ушбу муаммо бугунги кун талабларига мувофиқ ва электрэнергетикаси соҳасини ислоҳ қилишни ҳуқуқий тартибга солиш самарадорлигини ошириш учун ҳар томонлама ўрганишни ва таҳлил қилишни талаб этади.
