Abstract
The article provides a theoretical analysis of the different between aspects of public and civil services based on the views of scientists. Furthermore, the experience of the different aspects of public and civil services of the countries such as the United States, France, Germany and South Korea have been examined. The article provides proposes on explaining the concepts of
“public service”, “public civil service”, “public servant”, “public civil servant”, and forming the register of public civil servants and defining their categories.
