Abstrakt

Тоза, соғлом ва барқарор атроф-муҳитга бўлган ҳуқуқ инсоннинг асосий ҳуқуқларидан бири ҳисобланади. Тадқиқотлар атроф-муҳитга таъсирни баҳолаш (АМТБ) жараёнларининг самарали ташкил этилиши жиддий экологик муаммоларнинг олдини олиши ва атроф-муҳитни муҳофаза қилишга кўмаклашишини кўрсатади. АМТБ самарадорлигини оширишда жамоатчилик иштироки муҳим аҳамиятга эга бўлиб, у жараённинг шаффофлигини таъминлаш, қарорлар қабул қилиш сифатини ошириш ва коррупция хавфларини камайтиришга хизмат қилади. Мақолада атроф-муҳитга оид қарорлар қабул қилишда жамоатчилик иштирокидан самарали фойдаланиш орқали қулай атроф-муҳитга бўлган ҳуқуқни таъминлаш механизмлари Ўзбекистон мисолида кўриб чиқилган. Тадқиқотда қонун нормаларини татбиқ этиш ва жамоатчиликнинг хабардорлик даражаси пастлиги, жамоатчилик иштирокининг рақамлаштирилмаганлиги каби муаммолар қайд этилган. Мақолада жамоатчилик эшитувларини ташкил этишни такомиллаштириш ва мазкур жараённи рақамлаштириш орқали жамоатчилик иштирокини кенгайтиришга оид амалий таклифлар илгари сурилади. Жамоатчилик иштирокининг такомиллаштирилиши қулай атроф-муҳитга бўлган ҳуқуқни амалга ошириш ва атроф-муҳитни муҳофаза қилиш билан бир қаторда барқарор ривожланишни қўллаб-қувватлаш ҳамда экологик бошқарувда масъулиятни оширишга хизмат қилади.
